Looks like Elemental Films will be doing "Elessar" after all - Lord of the Rings news - J.R.R. Tolkien's The Lord of the Rings

Elemental Films® has no plans to produce any of Sam Balcomb's, Raiya Corsiglia's, or Sam Nazarian’s projects. Elemental Films® is a registered trademark. All Rights Reserved. Any infringements of this federally protected trademark will be pursued to the full extent of the law. Monetary damages will be assessed for any and all trademark infringements.

They have not released any details yet, but Elemental Films is apparently going ahead with its "Elessar" movie project. They are contacting selected fan sites in a prelude to setting up their own news distribution network.

We don't know many specifics yet but hope to have more information soon.

Sam R. Balcomb announced in December 1999 that his production company, Elemental Films, was working on a movie called "Elessar" (film titles are often subject to change). The story will be about the young Aragorn and won't overlap (intentionally) with Peter Jackson's three-film adaptation of "The Lord of the Rings". Balcomb has occasionally posted on Xenite.Org's White Council as "Eomer".

Elemental Films recently released some preproduction artwork of Aragorn and Aragorn and a Nazgul.

They did mention some other details to Xenite.Org but we are waiting for further confirmation before announcing other news in relation to this film. Elemental Films is an indepenent production company.
