There are no eagle statues in the literary storyline, but there is no reason there cannot or should not be.
The ruinous state of the structure implies that the set may be a long-abandoned city or fortress. The eagles imply that it was built either by Elves or Dunedain (both of whom revered the Eagles of Manwe). Since it's in Middle-earth, the most likely location would be someplace in Gondor or Mordor, where such fortresses (built by the Dunedain) would have been found all over the landscape.
So, could these eagles be the Wachers of Cirith Ungol? Could they mark some special refuge in Ithilien (such as the hidden enclave of Henneth Annun)?
Time (hopefully) will tell.
